New Delhi: The Government of India’s flagship initiative, the Modified Electronics Manufacturing Clusters (EMC 2.0) Scheme, is projected to generate approximately 1.80 lakh jobs while catalysing investments of over ₹ 1.46 lakh crore across the country.
The modified electronics manufacturing clusters scheme aligns with the Prime Minister Narendra Modi’s vision of Make in India and Atmanirbhar Bharat, focusing on building a comprehensive and globally competitive electronics manufacturing ecosystem.
The Modified Electronics Manufacturing Clusters (EMC 2.0) Scheme was notified in April 2020 to support the development of world-class electronics manufacturing infrastructure through the creation of dedicated industrial clusters.
These modified electronics manufacturing clusters are equipped with common facilities and shared amenities, including ready industrial plots, Ready Built Factory (RBF) sheds, and plug-and-play manufacturing facilities to enable faster operationalisation for manufacturers.

To date, the Government of India has approved 11 EMC projects and 2 Common Facility Centre (CFC) projects under the scheme. These projects span a total area of 4,399.68 acres and involve a cumulative project cost of ₹ 5,226.49 crore, including Central financial assistance of ₹ 2,492.74 crore.
The approved projects are spread across 10 states and are expected to attract a projected investment of ₹ 1,46,846 crore, leading to an estimated employment generation of around 1.80 lakh jobs.
Under the EMC 2.0 guidelines, at least 10% of the saleable or leasable area within each cluster is earmarked for Ready Built Factory (RBF) sheds.
Construction of these RBF facilities across approved EMC parks is currently at various stages of progress.
Modified Electronics Manufacturing Clusters (EMC 2.0) Driving Infrastructure-Led Growth
An investment commitment of ₹ 1,13,000 crore has already been received from 123 land allottees comprising electronics manufacturers operating within the approved EMCs.

Of these, nine manufacturing units have commenced production, grounding investments worth ₹ 12,569.69 crore and generating employment for 13,680 individuals.
An independent impact assessment of the EMC 2.0 Scheme, conducted by the National Institute for Micro, Small and Medium Enterprises under the Ministry of MSME, highlights accelerated development of electronics manufacturing infrastructure, improved supply-chain responsiveness, availability of plug-and-play facilities, cost-efficient logistics, and significant direct and indirect employment generation, along with enhanced skill development within the cluster ecosystem.
The details of the implementation status of all 13 approved projects were provided by Union Minister of State for Electronics and Information Technology Jitin Prasada in the Lok Sabha on 17 December 2025.
